How does the Administrator decide which layers are visible in the System?

The administrator has full authority in the System. They can decide which layers are visible in the Layer Manager in the following ways:

1. By appropriately assigning Permissions to Users.
   1. A User with the “to edit” Permission sees the layer, can load and edit it
   2. User with “to view” permission sees the layer, and can load it, but cannot edit it
   3. A user with the “no access” Privilege does not see the layer in the Manager.
2. The Administrator manages the layers in the Administration Panel -> Spatial Data -> Layers tab. There, they decide which layers are generally available to Users.
