A User Group is an entity to which the Administrator can add selected Permissions.
When adding a new user (or editing the settings of an existing one), the user can be assigned to the selected User Group, so that they are given the appropriate Permissions for Layers and Tools.
A Group has a name and a colour (for easy visual identification).
